Start in Creative mode, fly upwards and go into direction pointed by red arrow, you will soon notice Ice peaks biome and a little further there is a first village.
Now, to find a second village, look across the river, if you're playing with big view distance, you'll be able to notice two high ice peaks on the horizon, go there and some more deeper into the biom till you see the second village.
